14 countries under scrutiny by US Department of Commerce for dumping aluminium extrusions; Aluminium Extrusion, Profiles, Price, Scrap, Recycling, Section

On May 2, 2024, the US Department of Commerce released a preliminary list of aluminium extrusion producers and exporters who sold their products at less than legitimate value in the United States. Those producers and exporters are primarily from China, Colombia, Ecuador, India, Indonesia, Italy, Korea, Malaysia, Mexico, Taiwan, Thailand, Turkey, United Arab Emirates, and Vietnam. 

The Department of Commerce also found the average dumping rates from the countries. China dumps 4.91–376.85 per cent of extrusion, Colombia 8.85-34.47 per cent, Ecuador 17.23-51.20 per cent, India 3.44-39.05 per cent, Indonesia 5.66-112.21 per cent, Italy 15.3-41.67 per cent, Korea 2.42 per cent, Malaysia 26.7-27.51 per cent, Mexico 9.18-82.03 per cent, Taiwan 33.93-57.86 per cent, Thailand 2.02-4.04 per cent, Turkey 45.44-602.72 per cent, UAE 9.13-42.29 per cent, and Vietnam 2.85-41.84 per cent.  extruded tubing aluminum

“The Commerce Department’s findings against these 14 countries show just how widespread dumping practices are globally and highlight the importance of strongly enforcing the antidumping laws to shield U.S. businesses and workers from the devastating effects of unfair trade,” said Robert E. DeFrancesco, trade counsel to the Petitioners and a partner in the International Trade Practice at Wiley.

The Commerce Department has also figured out the duties they would impose on these countries initially for dumping extrusions. Within a week after the publication of the Commerce’s preliminary determination in the Federal Register, it will instruct US Customs and Border Protection to begin collecting duties in the form of cash on entries of the products from those fourteen countries. For imports from China, Mexico, Indonesia, and Turkey, antidumping duties will be added to countervailing duties announced on March 5, 2024. 

These are the initial decisions. Going ahead, the Department of Commerce will continue to collect information to take its final decision by mid-July, which can be extended to late September 2024. 

The US Aluminum Extruders Council and other petitioners for this preliminary investigation have admired Commerce’s decision to impose duties and urged them to maintain this affirmative decision in the final phase.

The world aluminium extrusions market is poised to gain focus in the coming years, driven by light-weighting of vehicles and the push towards solar power. China is likely to lead the way, accounting for 69 per cent of the world aluminium extrusion usage by 2030, followed by Europe with 9 per cent of the total use.
