But in its implementation, this project was criticized because of the mining and stone breaking business or stone crusher in the Dhoho Kediri Airport project complex, which was allegedly illegal or without a mining permit or industrial license. The mining perpetrators and business owners of Batu Breaker is PT Mitra Gunung Makmur, having its address in Grogol Hamlet, Grogol Village RT 001/002, Grogol District, Kediri Regency.

According to the Secretary General of the Anti -Corruption Community Community Organization (KORAK), Sueb, that the existence of a mining business and stone processing in the Dhoho Airport project complex is estimated to have been running for a long time. But until now, it is suspected that it has not completed the specified licensing.

The lack of supervision and the absence of decisive action from the local government and law enforcement officials make the business run smoothly. In fact, from the calculations of the Korak mass organizations, there are significant state losses in the utilization and management of natural resources (SDA) which continues in the Dhoho Airport project complex.

"The country's losses are related to mining and production of stone and gravel breakdown (purification) are suspected of being illegal or not pocketing business licenses in the Dhoha Airport project complex. If there is a firm action from the government and law enforcement officials, it will be a good example for other mining entrepreneurs to take care of permits before carrying out mining production activities, "Sueb said when confirmed on Friday (11/2/2022).

Sueb estimates, if PT Mitra Gunung Makmur gets an order from Dhoho Airport approximately 500 thousand cubic (m3) at a price of Rp 140,000 per cubic, and the tax that must be paid Rp 15 thousand per cubic. Then Rp. 15 thousand multiplied by 500 thousand cubic, the total tax that must be paid to the country is Rp. 7.5 billion.

"It is still VAT, not including income tax (PPh). If totaled, it could be tens of billions of rupiah. All of that there was no income to the country because the mine and the stone processing industry business of PT Mitra Gunung Makmur was allegedly not having a permit, "explained Sueb, while mentioning the material was supplied to the Dhoho Kediri Airport project, which was built by Surya Dhoho Investasma (SDHI).

Sueb was surprised, because the national mega project in Kediri gave a bad example because it used material from the mine allegedly illegal. Moreover, the alleged violation of the law was carried out neatly by being built a high fence around it so that people find it difficult to enter.

"The employer in this case Surya Dhoho Investasma should know the consequences if the project uses material from the mine allegedly illegal. Although the material is taken from its own land, still must complete the permit in accordance with Law Number 4 of 2009 concerning Mineral and Coal Mining and Industrial Law, because there is material processing, not just cut and fill, "said Sueb.

Sueb urged that relevant agencies, be it government agencies or law enforcement officers to review the location of the mining and processing of the stone. If it remains operating, it must take decisive action in the form of termination of all activities and process the culprit's law.

As a result of the mining and processing of stones allegedly illegal, is a mining entrepreneur in the vicinity.

"They struggled and spent a lot of money to take care of permits but could not work because there was a Dhoho airport project that used a mine allegedly illegal," Sueb said.

With confidence Sueb asserted, that PT Mitra Gunung Makmur is allegedly not having a statement of environmental management (SPPL), Garus UKL/UPL environmental documents, Mining Business License (IUP) Production, Industrial Business License (IUI), and other permit equipment.

"The results of production in the form of non -licensed stone sales in the illegal category. Besides that, every production result that does not have an industrial business license, the results cannot be sold. PT Mitra Gunung Makmur has violated the applicable rules, but it could be arbitrarily operating. Considering this state of law, everything that has been based on laws and regulations must be obeyed, including taking care of mining permits and industrial licenses for their business in the Dhoho Airport project complex, "said Sueb.

"If the company does not have a mining business license and an industrial license but still operates, the country is disadvantaged. The country's losses are known from the capacity or production and how many obligations to local taxes. (jun)
