Corning looks to replace flooring in building – Red Bluff Daily News

CORNING—On Tuesday, The City Council will discuss replacing the flooring in their council chambers and the City Hall kitchen.

Due to damage over time, city staff recognized the need to replace the flooring in both areas. They requested bid proposals from five local flooring companies to perform the work.

On May 22, no responsive bids were received for removing and replacing the existing carpet and vinyl flooring. Under the municipal code, staff elected to adopt the California Uniform Construction Cost Accounting Policies and Procedures Manual, of which Section 22038 states that: “If no bids are received through the formal or informal procedure, the project may be performed by the employees of the public agency by force account or negotiated contract without further complying with this article.”

Since no bids were received, staff say they contacted the Corning Carpet Store to see if they were interested in the proposed work and obtain a bid proposal to complete it.

Corning Carpet Store provided a proposal of $12,433.03 to complete the proposed work, which involves removing existing carpet and sheet vinyl and installing carpet tiles and commercial sheet vinyl.

Staff recommends the council award Corning Carpet the contract for the flooring replacement and allow City Manager Brant Mesker to execute the Contract and Change Orders not to exceed 10 percent of the overall contract price.

The council will consider renewing City Attorney Collin Bogener for several more years.

Bognener has been providing his services to the city since June 2018.

The proposed contract consists of a monthly compensation cost of $6,000, monthly administrative expenses of $40, a litigation fee of $150 per hour, reimbursement of lodging, meals, and other out-of-pocket expenses incurred during travel on city business as authorized and continuing education classes/events.
