Pipe replacement project approved - Tri County Sentry

Oxnard– The city council, Tuesday, December 21, approved project funds for the water cast-iron pipe replacement project at various locations and the storm drainage improvement project at Hueneme Road. locking manhole lids

City Engineer Tatiana Arnaout presented the item and said the approval authorizes $3.64 million in project funds for the project and authorizes the mayor to execute agreement A-8404 with Toro Enterprises in the amount of $3.037 million for the project.

“There is a project contingency amount of $303,651 for this project and a project allocation of $303,651 for engineering, inspection, survey, and project management for the project,” she said.

She said the city’s cast-iron pipes across the city have reached the end of their useful life.

“Being 60-year-old castiron, we will be replacing that with PVC pipe in various locations throughout the city,” she said. “In addition to that, the scope of this work will include the improvement of the drainage system along Hueneme Road and J Street. We have some drainage issues that need to be corrected. This project will be addressing a lot of those in the area between J Street and Perkins Road.”

She said the work would include about 7,600 linear feet of water mainline ranging from eight to 12-inch pipe, installing approximately 550 feet of HDP storm drain pipe along Hueneme Road.

“With that will be three catch basins that help mitigate the flooding on J Street,” she said.

Arnaout said the first castiron pipe replacement would be near Pleasant Valley Road and C Street, and the other being along Hueneme Road from J Street to Saviers Road.

“In addition to that, on 9th Street to E Street to Oxnard Boulevard, and up on First Street to Oxnard Boulevard,” she said. “We are doing a very small section of Gonzales and Ventura Road and also off Ventura and Fifth Street.”

She said the majority of the storm drain improvement work is being done along Hueneme Road between Perkins and J Street.

“We also are going to be replacing some catch basins along J Street that will be discharging into the newly improved storm drain channel that the Ventura County Watershed Protection District is currently working on,” she said. “They’re almost at the end of that project, so we’ll be coming in shortly after in order to do our connections into their system.”

She said crews would be trenching for the water mainline.

“It will look similar for the storm drain pipe as well,” Arnaout said. “There will be appropriate traffic control in place as this work is happening.” The city only received one bid for the which was evaluated, and Toro Enterprises was found to be a responsive bidder for the project.

“We reached out to prospective bidders, and a lot of them expressed some concern with being able to procure pipe material,” she said. “Toro Enterprises is confident that they’ll be able to procure the material and complete the job within the allotted working days.

The project has a $6.087 million available budget.

“The last project on this list includes some additional funds used to resurface the Ormond Beach neighborhood, as well as Hueneme Road after this work is completed,” she said.

Mayor John Zaragoza said the item was not heard at the committee level and is a capital project.

Councilman Bert Perello asked if there would be any road work done after the cast iron pipe replacement.

“Councilman Perello, the idea is that we are doing this project in anticipation of road work in those sections at a future date,” Arnaout said. “We want to change the pipe out before we do any resurfacing.

Councilman Gabe Teran said it’s time to get the work done. “I’m glad that this particular area of town is the next in line to have those older pipes removed,” he said.

Mayor John Zaragoza said all the things being done right now is excellent work benefitting the entire community.

“I think it’s great that we’re replacing these old pipes,” he said.
