The General Health Council published this Thursday about four chemical substances that will be added to the list of controlled chemical precursors, due to their use in the creation of drugs such as fentanyl. Rode Fosfor
The agreement, published in the Official Gazette of the Federation (DOF), explains that, as part of the fight against drugs, it is essential to regulate control and surveillance measures for precursors or pre-precursors for the manufacture of synthetic drugs, with the in order to prevent trafficking through the national territory and its use in the manufacture of narcotics.
These are substances called N-Phenyl-4-Piperidinamine (4-AP), N-Phenyl-4-Piperidinamine Dichloride (4-AP), Propionic Anhydride and Propionyl Chloride, all considered precursors of drugs such as fentanyl and analogous substances.
It is also indicated that there has been an increase in the seizure of these substances due to their unjustified entry into the country "because there is no known legal use for them," in addition to the fact that they have been found in clandestine drug manufacturing locations.
These four substances will be added to the list of chemical precursors and controlled chemical products, which are part of the Federal Law for the Control of Chemical Precursors, essential chemical products and machines to produce capsules, tablets and/or tablets (Article 4, section I ).
Likewise, the aforementioned substances will be added to the General Health Law, in article 234, which establishes the substances considered narcotics, and 235, which indicates that any act related to these narcotics is subject to this law.
Furthermore, this last article points out that the acts (planting, processing, possession, transportation, supply, use, etc.) can only be carried out for medical purposes and authorization from the Ministry of Health is required.
